We are trying to serve a Complaint and other Court documents to a gentleman (a U.S. Air Force Colonel) in Alexandra VA. We had a hard time because this guy appears to be hard to find at his residence. The building manager has not allowed our previous service to get in the built and post the papers to his door.
We had to ask the Court (U.S. Federal Court for the Eastern District of Virginia) for an Order to authorize us for alternative service of process (including by U.S. Marshal). Finally on June 1st the Court authorized us to “complete service on the Defendant either by any form of service allowed under Virginia state law or by leaving a copy of the summons and Complaint at the Defendant’s dwelling or usual place of abode with someone of suitable age and discretion who resides there”. The Defendant’s name is Andrei N. Illias. His address is: 520 John Carlyle Street, Unit 107, Alexandria, Virginia 22314-6804.
